City Administration
Matt Wallingford, MPA, AICP
City Manager
Matt oversees the day to day operations of the City of Maysville and enforces the City Manager form of government pursuant to Kentucky Revised Statutes chapter 83A.150. Originally from Maysville, he received his Bachelor of Science degree in Environmental Science and Political Science from Georgetown College and a Master of Public Administration from the University of Kentucky, and started his employment with the City in 2000. Throughout his career with Maysville, he has worked in several departments including: Utility, Engineering, Planning/Zoning, and Main Street. He was appointed Assistant City Manager in February 2016, and has held the role of City Manager since August 2016. He is a certified planner through the American Institute of Certified Planners and an active member of the Kentucky City/County Managers Association where he sits on the Executive, Legislative, and Education committees.
Comptroller
Mr. Rodosta was appointed to the position of Comptroller on July 20, 2023. He has spent nearly 20 years in finance with the State of Arizona most recently as Comptroller with the Arizona Department of Corrections. He holds a Masters of Business Administration from Grand Canyon University.
Accounting Clerk
Melissa is an accounting clerk for the City of Maysville. She is a Bracken County, KY native and has been employed by the City for over 20 years. She is responsible for accounts payable which includes receiving, processing and verifying vendor invoices prior to payment; maintaining vendor accounts and relations. Her role also includes payroll which sees to the payment of all City employees implementing federal, state, and local requirements as well as employee directed withholdings. Melissa also assists businesses with license applications and filing their gross receipts license fee tax returns.
Building Inspector
Jim is a state certified building inspector who has served as Building Inspector/Official for the City of Maysville since 2019. Jim issues construction permits and is responsible for ensuring that all construction within the City of Maysville and Mason County is completed properly and to the minimum standards set forth by the State of Kentucky. Jim is a safety-oriented and specializes in building inspection with thorough knowledge of various codes for both building and health and safety issues as well as other related ordinances and regulations.
City Clerk
As City Clerk for the City of Maysville, Lisa is is responsible for the coordination of meetings, management of government records, collection of fees and taxes, and alcoholic beverage administration. She is staff liaison to the Commission on Human Rights, the Board of Ethics, and Maysville-Mason County Arts Commission. She also provides a number of services to the public, including public records requests and notary services. Lisa was appointed to the position of city clerk in 2006. She hold has master municipal clerk certification from the Kentucky Municipal Clerks Association and the International Institute of Municipal Clerks. She holds a Bachelor's degree in English and a Master's degree in writing from Illinois State University.
Codes Officer
As the Codes Enforcement Officer, Nicole administers and enforces zoning, building, property, and other municipal codes and ordinances relating to the general health and welfare of the community. She responds to citizen complaints and reports from other agencies and departments on alleged violations of City zoning and related municipal codes and ordinances; interviews complainant and witnesses; conducts investigations and provide recommendations for resolution.

Kevin Doyle
Fire Chief
As Fire Chief for the City of Maysville, Kevin manages our firefighters, EMTs and paramedics who provide fire and rescue response throughout the city, as well as emergency medical services throughout all of Maysville/Mason County. He was hired in early 2004 and has held the role of Firefighter, Fire Lieutenant, Assistant Fire Chief, and was promoted to Fire Chief in 2015.
Kevin is a Certified Fire and Explosion Investigator recognized by the National Association of Fire Investigators, an IFSAC Fire Instructor recognized by the Kentucky Fire Commission, holds a Degree of Certificate in Fire and Safety Engineering Technology and a Bachelor of Science Degree in Fire Protection Administration, both received from Eastern Kentucky University.
Asst. Fire Chief
Kyle has been with the city since 2012 and became assistant fire chief in 2022. Kyle is responsible for assisting the Fire Chief in the commanding and supervision of the Fire Department; including the work assignment between the department and its members and to prescribe and enforce reasonable rules and regulations to govern the department. Kyle has 14 years in the Fire Service, starting with joining the Lewisburg Volunteer Fire Department in 2009. He also got his education at MCTC receiving an associate in science and an EMT certification. Kyle has also been an active member of the Buffalo Trace Firefighters Association and has served as a Trustee and Director of the origination. In 2021, he was voted on by his peers to be an Executive Board Member of the Kentucky Firefighters Association and is current the 2nd Vice President.
In his spare time, Kyle spends time with his partner of 5 years, Samantha and her child Isaac who is a 2nd Grader at St. Pat. He also spends his summers working with youth at Ruggles Camp Grounds in Burtonville, Ky. Kyle values being a positive influence for youth in the community. He also enjoys doing fire prevention education at the local schools. He believes this is one of the most important jobs at the Maysville Fire Department. Being able to stop fires before they happen and giving kids the information and tools to exit a residence safely will save more lives than fighting fire.
Human Resource Director
As the Human Resource Director, Rhonda manages the functional areas of human resources including, but not limited to recruitment, retention, personnel records, employee relations, job evaluations, compensation management, benefits administration, organizational development and workers compensation. Rhonda received her BA and MA in Communication from Morehead State University. Rhonda has over 24 years of experience in human resources. Rhonda works diligently advocating for employees while serving the best interests of the city.
Main Street Director
Caroline Reece has been Maysville’s Main Street Director since 2016. In that time, she has worked to bring small business, public art, events, and a sense of vibrancy to our downtown. She works in partnership with local businesses, non-profits, the tourism department, and local government to promote the city and improve its assets. Caroline developed the Main Street Historic Improvement Grant bringing $200,000 of city funds to be matched by local historic building owners, and was one of only 16 towns in the nation to secure a National Park Service grant for historic building façades in 2020. During Caroline’s tenure, Maysville has won state awards in beautification, promotion, and original projects.
Caroline is originally from Ripley, OH, and is a Mason County High School and University of Kentucky graduate from which she received a degree in journalism. Caroline is Executive Director and Registrar for the Downing Performing Arts Academy. She has served on numerous local boards and committees, and her whole family is active with the Maysville Players. She and her husband Shaun have a son, Nick, and a daughter, Sophie.

Michael Palmer
Police Chief
Michael Palmer was born and raised in Lexington, Kentucky. Prior to joining the Maysville Police Department in 2002. Michael served in the Kentucky Army National Guard from 1988 to 1996. While serving in the military, Michael deployed to active-duty Saudi Arabia, Iraq, Kuwait, for Operation Desert Shield/Storm from 1990 to 1991. Michael was out processed from Kentucky Army National Guard in 1996, achieving the rank of Sergeant. Prior to beginning his career in law enforcement, Michael also spent twelve years in the logistics field, both domestically and internationally. Since beginning his career with the Maysville Police Department, he has worked his way up the ranks from patrol officer in 2002 to detective in 2005, sergeant fin 2010, lieutenant in 2016 to assistant chief of police in 2019. He chief of police in 2022.
Asst. Police Chief
Chris is a life-long resident of Maysville and has served as an officer with the city since 2012. He is proud to serve his community and appreciates the day to day work the officers of the Maysville Police Department put in for the betterment of the community.
Chris is a graduate of Morehead State University, where he received his Bachelors in Sociology with an emphasis in Criminology. Chris attained his Associates of the Arts from the Maysville Community and Technical College and is a graduate of the Mason County High School. He and his wife Amanda have three daughters, Madilyn, Allison, and Evelyn.
R. David Hord
Projects Coordinator
As Projects Coordinator, David is involved with all capital projects within the City of Maysville working with all the departments within the City. David and his assistant Craig Brammer see each project from planning phase through construction to completion. They work on all City buildings, offices, streets, sidewalks, storm sewers, bridges, flood wall, pumping stations and maintenance of each. They work closely with the public works and utility departments on individual projects. We are involved with facilitating grants for capital projects as well as for sidewalks, walking and fitness trails, lighting projects, landscape, riverfront and other projects. David Hord has been Projects Coordinator for the City of Maysville for 10 years and a professional land surveyor for 30 years. Maysville is his hometown and where he still resides. He graduated from Mason County High School and the University of Kentucky. He serves on various boards and organizations within our community and enjoys time with his grandchildren and on his hobby farm as well as fishing.
Craig F. Brammer,
Asst. Project Coordinator
Craig started with the City of Maysville at the fire department where he served for 12 years attaining the rank of Lieutenant, and he been the assistant Projects Coordinator for 10 years. He assists with all City Of Maysville capital projects as well as minor IT issues, land line telephone system, cell phones, fire alarm monitoring and inspections, elevator maintenance, safety and security, fire pump inspections, HVAC, plumbing and electrical issues within City owned properties.
Maysville is Craig's hometown. He graduated from Maysville High School and became a certified emergency medical technician. His hobby is golf.
Public Works Director
Luke joined the city on Sept. 6th, 2022 as Assistant Public Works Director and was appointed to the position of Public Works Director August 1, 2023 . Luke assists with daily operations as well as providing the City of Maysville with effective and professional services that will enhance the quality of life through clean and well-maintained city streets and rights-of-way; well-maintained city parks, facilities and cemeteries; diverse community wide recreational opportunities; and a thoroughly maintained fleet of vehicles and equipment. Luke is a high school graduate of Deming High School. He also attended Maysville Community and Technical College to complete his general education classes then finished his associates degree at Bluegrass Community and Technical College's Advanced Manufacturing Technician Program. In his spare time Luke enjoys traveling with his wife Shannon, spending time with his family and running his Hereford cattle farm with his wife, twin brother and sister-in law.
Tourism Director
Katelyn is the Tourism Director for the Maysville-Mason County Convention and Visitors Bureau. She is responsible for creating cohesive programs and campaigns to help grow the economic and cultural value of tourism in Maysville and Mason County. Katelyn is a graduate of Radford University receiving a Bachelor’s of Science in Media Studies. She has 7+ years of experience in marketing and communications and is a member of the Kentucky Travel Industry Association (KTIA).

Gena is a life long native to Maysville, and is dedicated to her hometown. She is responsible for working with clients and vendors at various social events hosted at the Maysville Cox Building. She wants every event hosted in Maysville to be memorable to her clients.
In her spare time Gena enjoys working with her husband Marc at their Wood Shop creating unique pieces. She is the mother of Karson Turner, Karmyn Turner, and bonus child Damon Cissna.

Asst. Utility Manager
Darin began working as a part-time water plant operator for the Maysville Utility Commission in 1995 while attending Maysville Community College from which he graduated in 1997 with a degree in Environmental Science. Darin has worked in the water and wastewater department for the City of Maysville for over 27 years. While working for the City, he obtained class IV drinking water treatment and class III distribution licenses from the Kentucky Division of Water and EPA. He retired in 2020 and returned part-time before being appointed to the position of assistant utility manager. Darin resides in Tollesboro, KY with his wife Megan and their three children, Waylen, Raegan, and Addy.
George K. Larger, III, AICP
Zoning Administrator
George is an AICP-certified planner who has worked as the local planning and zoning official for The City of Maysville and Mason County since 2016. His primary responsibilities are enforcing the zoning code and serving as the administrative officer for all four planning boards. George’s duties include but are not limited to preparing criminal complaints for legal action regarding zoning code violations, advising the public on planning and zoning matters, maintaining the zoning code and the comprehensive plan, and authoring proposals for amending the zoning code text

AN ORDINANCE ADOPTING THE CITY OF MAYSVILLE, KENTUCKY ANNUAL BUDGET FOR FISCAL YEAR 1 JULY 2022 THROUGH 30 JUNE 2023 BY ESTABLISHING REVENUES AND RESOURCES AND APPROPRIATING FUNDS FOR THE OPERATION OF CITY GOVERNMENT.
WHEREAS, an annual budget proposal and message has been prepared and delivered to the Board of Commissioners by the City Manager pursuant to KRS 91A.030 and Code of Ordinances section 131.01; and
WHEREAS, the Board of Commissioners has reviewed such budget proposal and made necessary modifications.

Licensing & Taxation
Any individual or enterprise operating for profit within the city limits of Maysville is required to obtain an Occupational License. A license must be obtained prior to starting a new business, when a change of ownership occurs, and at renewal annually. New and change of ownership applicants are requested to complete an Occupational License and Payroll Tax Application Form to be submitted with the initial fee of $75. A Gross Receipts License Fee Tax Return must be submitted with all business license renewals in compliance with Occupational Tax Ordinance. ORDINANCE ADOPTING THE ASSESSMENT OF THE MASON COUNTY PROPERTY VALUATION ADMINISTRATOR FOR REAL AND PERSONAL PROPERTY AND SETTING AD VALOREM TAX LEVIES AND LEVYING FRANCHISE TAX ON FINANCIAL INSTITUTIONS
WHEREAS, the 2023 ad valorem tax rate on motor vehicles is fixed by KRS 132.487(2) at the rate which could have been levied on 1 January 1983 assessments; and
WHEREAS, the Board of Commissioners hereby foregoes any other ad valorem tax increases for 2022 which would result from raising the tax rate, as authorized by KRS 132.027.
NOW THEREFORE BE IT ORDAINED BY THE CITY OF MAYSVILLE as follows:
- That the assessment of real and personal property made by the Mason County Property Valuation Administrator, reviewed by the Mason County Board of Assessment Appeals, equalized and certified by the Kentucky Revenue Cabinet, and certified by the Mason County Clerk to the City Treasurer as set out below is hereby accepted and adopted as the assessment of taxable property in the City of Maysville for tax year 2022, which assessment shall be subject to taxation at the rates to be fixed by Ordinance.

- That ad valorem taxes shall be levied on all real property for 2022 as shown by the aforesaid assessment, and shall be levied on all real property commencing with the tax year 2022 and thereafter, for residents of the City of Maysville and the tax rate for the tax year is set and established at $0.160 per one hundred dollars of valuation pursuant to KRS 92.280 and 132.07,
- That there is levied a franchise tax at the above rate on financial institutions equal to 0.025 percent of deposits in such institutions located within and taxable by the City, to be billed by the City Clerk by 1 December 2022 and due with two percent discount if paid by 31 December 2022 or without discount if paid by 31 January 2023, pursuant to KRS 136.575.
- That the tax rate for motor vehicles is set and established at $0.2460 per $100.00 of assessed value taxable in the City in 2023, pursuant to KRS 132.487.
- That the purpose of said taxes is fixed, set, established and levied for general revenues and all moneys are to be paid to the City of Maysville same to be paid into the general revenue fund of the said City of Maysville.
